Grænblöðungur um rafræn innkaup í Evrópu

Þann 18. nóvember gaf framkvæmdastjórn ESB út grænblöðung um aukna notkun rafrænna innkaupa í Evrópu. Í bígerð er hvítbók um hvaða skref framkvæmdastjórnin þarf að taka til að koma á innviðum samtengdra rafrænna innkaupa og er grænblöðungnum ætlað að ver fyrsta skefið í átt að þeirri innleiðingu.

Skýrslan er 23 blaðsíður og hér verður drepið á örfá atriði úr henni. Rafrænum innkaupum er ætlað að minnka pappírsnotkun með samskiptum og úrvinnslu upplýsingakerfa á öllum stigum aðfangakeðjunnar. Í Evrópu er áhugi á þessum þáttum rafrænna innkaupa:

  • útgáfa tilkynninga um útboð
  • útgáfa og birting útboða
  • mat tilboða
  • samningsgerð
  • pantanir
  • reikningar
  • greiðslur

Menn sjá ýmsa kosti við innleiðingu rafrænna innkaupa:

  • auðveldari aðgangur og gagnsæi
  • lækkun kostnaðar og aukinn hraði
  • betri tök á stjórnun verkþátta
  • möguleikar á samþættingu markaða ESB

Umtalsverður ávinningur hefur náðst nú þegar í nokkrum löndum ESB. Dæmi frá nokkrum löndum eru nefnd í skýrslunni. Þau eru: Ítalía, Austurríki, Danmörk, Noregur, Bretland, Portúgal.

Fjallað er um hvað gert hefur verið í Evrópu í rafrænum innkaupum fram að þessu. Ljóst er að áætlun ráðherra ESB frá 2005 hefur ekki gengið alveg eftir. Sitthvað hefur þó verið gert og víst er að mörg verkefni eru í gangi á vegum ESB, svo sem PEPPOL, e-PRIOR, e-CERTIS, auk tilskipana meðal annars um virðisaukaskatt.

Íslenskir áhugamenn um rafræn viðskipti eru hvattir til að kynna sér innihald grænblöðungs hér.

Subject: E-Procurement- Green Paper, ECERTIS and Open Hearing

Dear Sir/Madam,

We are pleased to announce that the European Commission's Green Paper on e-Procurement is due to be published on 18 October.

The Green Paper's main objective is to start discussion on ways to speed up and facilitate the e-Procurement process. The paper identifies the obstacles to faster take-up and the risks that divergent national approaches present to cross-border participation in on-line procurement and suggests some possible options for overcoming these challenges. It represents the next step in developing a more comprehensive programme to harness the potential of ICT for better public procurement in Europe. The responses received from interested parties will help in drawing up a programme of EU level actions to enhance the use of e-Procurement. The deadline for responses to the Green Paper consultation is 31 January 2011.

The Commission's evaluation of the 2004 Action Plan and the accompanying external study are published alongside the Green Paper to provide further background material.

On the same day, the Commission is also unveiling its new e-CERTIS data base. e-CERTIS is a free, web-based tool designed to help companies and contracting organisations cope with the documentation demands encountered when tendering for public contracts in the EU.

Furthermore the European Commission is organising an open hearing 'Accelerating e-procurement: what role for the EU?' on 25 November in Brussels. The hearing will provide an opportunity to discuss the orientations set out by the Commission in the above mentioned Green Paper and its evaluation of the state of e-procurement. Following the open hearing interested parties will be able to submit views and reactions in response to the Green Paper (until 31 January 2011).

Commissioner Michel Barnier, Commissioner for the Internal Market and Services, will deliver the opening address.
