Statement delivered by Iceland on behalf of the Nordic-Baltic States

President,

I have the honor to deliver this statement on behalf of the Nordic-Baltic States.

We thank the Special Rapporteur for his report on participation in development and appreciate the distinction made in the text between real participation and symbolic consultation.

All too often, communities are consulted only after key decisions have been made, leaving limited room to meaningfully shape outcomes. Structural barriers such as limited access to information, shrinking civic space and unequal power dynamics, prevent individuals and communities from full, equal and meaningful participation in decisions that directly affect their development.

Preserving civic space, including the freedom of association and assembly and freedom of expression, are important preconditions for meaningful engagement by communities and civil society.

We underline that development processes should be inclusive, participatory, and firmly grounded in respect for human rights of all, and share the Special Rapporteur's view that genuine participation of right holders adds real value to development outcomes.

Mr. Special Rapporteur, what are the most effective approaches for States to move from consultation to genuine participation before development projects are launched?
