HRC59 - NB8 statement - Annual Discussion on Women’s Rights

Human Rights Council - 59th Session
Item 3: Annual Discussion on Women’s Rights
Statement delivered by Norway on behalf of the Nordic Baltic States
24 June 2025

Thank you Chair,

I deliver this statement on behalf of the Nordic Baltic countries.

Sexual and gender-based violence in conflict, post-conflict, and humanitarian settings remains a serious concern. It is a violation of human rights, often exacerbated when protective systems are weakened or collapse. Today's discussion reminds us that the impacts of sexual and gender-based violence are long-lasting and profoundly harmful—not only to individuals, but also to communities and peacebuilding efforts.

The international human rights framework provides a comprehensive foundation for preventing violence, protecting survivors, and promoting equality. It reinforces the implementation of the Women, Peace and Security agenda by emphasizing accountability, inclusion, and survivor-centered approaches as essential to lasting peace.

Efforts to prevent and respond to sexual and gender-based violence must be sustained. Regrettably, we are instead witnessing increasing gender backsliding and significant cuts in funding. We must retain a strong commitment to invest in eliminating SGBV. To prevent such violence in the future, it is imperative to ensure access to services, legal protection and the full, equal and meaningful participation of women and girls in all aspects of peace processes.

Esteemed panelists, could you share concrete examples on how states have strengthened cooperation between the humanitarian and security sectors, ensuring that prevention of gender-based violence remains a priority in crisis response?

Thank you.
