Human Rights Council – 59th Session
Item 3: Panel on Adverse Impacts of Climate Change
Joint statement delivered by Iceland on behalf of the Nordic-Baltic States
30 June 2025
Mr. President,
Climate change has widespread impacts on the realization of human rights, affecting fundamental aspects of life such as the right to food, water, health and housing with severe implications for those in vulnerable situations. In vulnerable situations, such as a migrants affected by climate change, existing gender inequalities can be exacerbated, impacting women and girls disproportionately including through increased risk of sexual and gender-based violence.
Addressing the adverse impacts of climate change requires a multi-faceted approach encompassing mitigation, adaptation, and addressing loss and damage amongst others.
A human rights-based approach to climate action emphasizes public participation, accountability, and the needs of those most affected by climate change. Just transition towards environmentally sustainable economies and societies for all should be fair, equitable and inclusive. Meaningful, inclusive and safe participation is foundational to comprehensive and effective just transition policies, planning and implementation.
Distinguished panel, we know that our societies have to be transformed. Transformation presents both opportunities and challenges for the workforce. How can a just transition be advanced and what steps must countries take to ensure broad-based support for this transformation?
